Chief of Staff (CoS)

The fabric-singular strategic-layer agent in Stallari’s two-slot persona model. The CoS routes work to other operators, handles cross-domain decisions, and is the user’s direct counterpart for high-bandwidth conversation.

Distinct from the Personal Assistant, which handles task-shaped work and reports to the CoS. Per-instance: one CoS per instance, regardless of how many Macs the instance spans.
